## Your workforce planning checklist

**How to use this checklist:** Work through each section with your project, hiring, HR and finance stakeholders. Tick off completed actions and flag any gaps that need attention.

### 1. Define your project and skills requirements

- **Confirm your project objectives.** Are the key deliverables, milestones and deadlines clearly defined?
- **Identify the specialist skills required.** What engineering, technical, scientific or project delivery expertise will you need?
- **Define the roles required.** Have you identified the number of contractors needed, their responsibilities and the level of experience required?
- **Assess your existing team’s capabilities.** Which skills are already available internally, and where would additional expertise strengthen delivery?
- **Establish the expected duration.** How long will you need each specialist, and are there different requirements across project phases?
- **Identify critical skills or dependencies.** Are there roles that must be filled before other project activities can begin?

**Planning prompt:** Which specialist skills will have the greatest impact on your ability to deliver the project on time?

### 2. Build your workforce timeline

- **Work backwards from key milestones.** When must each contractor be in place to support the project schedule?
- **Set realistic start dates.** Have you allowed time for candidate sourcing, interviews, selection, notice periods where applicable and onboarding?
- **Map demand across the project lifecycle.** Will you need different skills or levels of resource at different stages?
- **Identify potential changes in demand.** Could project scope, customer commitments or delivery milestones affect the number of contractors required?
- **Plan for extensions or transitions.** When will you review ongoing requirements, assignment end dates and knowledge transfer?
- **Assign ownership.** Who is responsible for confirming requirements, approving resource requests and coordinating start dates?

**Planning prompt:** What needs to happen now to ensure the right expertise is available when your project needs it?

### 3. Confirm your budget and commercial requirements

- **Set an appropriate budget.** Have you established the available budget for contractor day rates and assignment duration?
- **Understand the full cost.** Have you considered agency fees where applicable, expenses, travel, accommodation, equipment and other assignment-related costs?
- **Agree the commercial terms.** Are the expected day rate, working pattern, timesheet arrangements, payment terms and any additional costs understood?
- **Align approvals with your timeline.** Are budget holders and procurement stakeholders ready to approve the requirement?
- **Consider different workforce options.** Would one contractor, several specialists or a complete project team best support your objectives?
- **Build in appropriate flexibility.** Have you considered how changes to scope or duration could affect the overall budget?

**Planning prompt:** Is your budget based on the full assignment cost and the value of securing the expertise your project requires?

### 4. Prepare your sourcing strategy

- **Identify the right talent pools.** Do you know where to reach candidates with the specialist skills and sector experience required?
- **Define your selection criteria.** Are essential technical skills, relevant project experience, qualifications and other requirements clearly documented?
- **Agree the interview and selection process.** Are decision-makers available to review suitable candidates and provide timely feedback?
- **Confirm your recruitment route.** Will you source directly, work with specialist recruitment partners or use a combination of approaches?
- **Evaluate specialist recruitment support.** Would an established STEM recruitment partner help you access relevant talent and coordinate delivery?
- **Prepare a compelling project brief.** Can you clearly communicate the project, responsibilities, working arrangements, location and opportunity?

**Planning prompt:** Is your sourcing process set up to reach the right people and make decisions at the pace your project requires?

### 5. Get compliance and onboarding ready

- **Confirm the engagement structure.** Have the proposed working arrangements and contractual responsibilities been reviewed?
- **Address IR35 where relevant.** Have the appropriate status determination responsibilities and processes been identified for the engagement?
- **Prepare the required documentation.** Are contracts, checks, approvals and relevant records ready to be completed?
- **Confirm health, safety and site requirements.** Are inductions, access arrangements, training and any required certifications understood?
- **Arrange equipment and access.** Will the contractor have the tools, systems, facilities and information needed to begin work?
- **Agree timesheet and payment processes.** Do the relevant managers and contractors understand how hours or days will be recorded, approved and paid?
- **Set clear responsibilities.** Do the hiring manager, HR, procurement and recruitment partner understand their respective roles?

**Planning prompt:** What could delay a contractor’s first day, and which preparations can be completed in advance?

### 6. Plan for delivery and performance

- **Set clear expectations.** Are the contractor’s deliverables, responsibilities and reporting lines understood?
- **Agree how progress will be reviewed.** Are there appropriate project milestones, check-ins or performance measures?
- **Keep stakeholders aligned.** Do project leaders and relevant support teams have visibility of resource requirements and changes?
- **Review ongoing demand.** Is there a planned point to assess whether additional skills, extensions or changes to resource levels are needed?
- **Plan for knowledge transfer.** Where relevant, will project documentation, handovers and internal capability be maintained at the end of the assignment?
- **Capture lessons learned.** Will you review what worked well to improve workforce planning for future projects?

**Planning prompt:** How will you ensure contractor expertise continues to support your project objectives throughout the assignment?
